Proc-web addressing

DRAFT: Three options for standard web addressing under the apc.org.au domain.

Subdomains are created under apc.org.au based on applications as used in-house and/or public access (eg. wiki.apc.org.au)
Projects are given a unique subdomain with applications (eg. wiki) added to individual directories (eg. xyz.apc.org.au/wiki/)
Projects are added to apc.org.au under unique directories with applications provided further into the directory tree (eg. apc.org.au/xyz/wiki/).

Once projects are established they are provided a domain name of their own.
